NO, I am not writing about the Shia-Sunni problem of who should be Khalifa for governing Muslims.
There are plenty of principles elucidated during the life of the prophet PBUH in which he laid down the major ingredients of goernment and the subjects both Muslim and Non-Muslim.
The documents that re of utmost importance are indeed those referred in the article written by a Pakistani scholar Nilofer Ahmed- The Madina pact, The Treaty of Hudaibia; his speeches at the time of conquring Makka and the last sermon at his hajj, and of course significant Verses of Qur'an such as contained in suras- Hujuraat, Muhammad and Fattah.
The most important aspect and perhaps the real bedrock of governance is JUSTICE at all levels and it does not matter who is the Governer son of so-and-so or not son-of-so-and-so, king or an elected president or chairmen or whatever you call him. If there is no justice his is not Islamically approved governance, period.
